Training Workshop on Capacity Building for Resettlement Management

The Council is organising a Training Workshop on Capacity Building for Resettlement Management during 27-31 July 2009, at New Delhi. 


Background

Development projects that involve displacement are currently facing serious implementation problems in many places. Experience indicates that the lack of adequate capacity to manage such projects continues to be a major constraint in resettling the affected people. Most public and private institutions have no properly constituted resettlement units and often operate without skilled staff to deal with problems that require expert and the most sensitive handling. A welcome change, however, is the growing recognition in recent years that attention to resettlement issues can help improve resettlement outcomes, and reduce conflict situations. The challenge now lies in equipping both public and private sector development agencies with knowledge, skills and attitudes required to manage resettlement issues that arise in development work.
 
To help meet this challenge, the Council for Social Development (CSD) has developed a
training course in resettlement management, complete with a core curriculum, training modules, and reading materials. Using this resource, CSD has conducted five training courses in the last four years.
 
Objectives 

Broadly, the objectives of this training workshop are to develop resettlement planning,
implementation and monitoring skills and to familiarize the participants with:
 
(a)  Emerging resettlement issues in development projects
(b)  Methodology of designing, implementing, and  monitoring resettlement and rehabilitation
programmes
(c)   Lessons of experience learned from various ongoing as well as completed projects
 
Programme Content
 
In the light of the above objectives, the programme content has been designed to include
the following:
 
· Displacement and resettlement in a globalizing world
· Acquisition of private land for development purposes esp SEZs
· Compensation issues
· India’s resettlement policy 2007
· Identification of project impacts and preparing a  resettlement action plan
· Programmes of income restoration
· Planning for vulnerable groups
· Institutional arrangements for effective resettlement implementation
· Stakeholder participation in resettlement
· The role of NGOs in resettlement
· Monitoring resettlement operations
 
Participants
 
This workshop has been designed primarily for practitioners from middle to senior levels
working with resettlement agencies in government, private industry, non-governmental organization (NGO) sectors, and training institutions. Government personnel from central ministries of railways, highways, civil aviation, urban development, rural development, forests and environment, mining, coal, industries, and the officials from state governments working on a variety of projects that involve land acquisition, relocation and rehabilitation will find the workshop directly useful in their work. This workshop will be highly relevant for personnel from large industrial corporations, especially those involved in mining, industrial, infrastructure and special economic zones (SEZ) development projects with land acquisition and resettlement implications. The workshop is also meant for NGO personnel involved in resettlement operations. In addition, the workshop will be particularly useful for trainers responsible for organizing resettlement training seminars in various administrative and management training institutions. The number of participants to this workshop is limited to 25.
 
Workshop Faculty
 
The workshop will be conducted by resource persons known for their expertise in
resettlement, including the CSD faculty, resettlement experts, senior administrators, engineers, researchers and NGOs. Professor Hari Mohan Mathur is the Director of this workshop.
 
Methodology
 
Emphasis in the Workshop will be on using methods of teaching that encourage active
involvement of participants in the learning process. In addition to lecture-cum-discussion sessions, there will be case study presentations, experience sharing sessions, exercises,
group work and video presentations.
 
Course Material
 
Participants will be provided selected readings relevant to the Workshop theme, including
resettlement policies, chapters from books and journals, and other relevant documents. In addition, most resource persons will provide handouts, printouts of their presentations.
 
Venue
 
The workshop will take place at the India International Centre (40 Lodi Estate, New Delhi
110003), located close to the premises of the Council for Social Development.
 
Duration
 
This will be a five-day workshop. It commences on 27 July 2009 and will conclude on 31 July
2009.
 
Partial Contribution
 
Partial contribution for the workshop will be Rs 5000.00 per participant. This is inclusive of
course material, lunch, and mid-morning and afternoon tea/coffee.

The last date for receiving nominations for this training workshop is 5th July 2009.
Admission will be given on first-come-first served basis.
